 In England, the sky is generally overcast; there are usually several clouds in the sky which conceal the sun. The rain falls intermittently throughout the year; the weather is generally so unsteady that there is no knowing when it will suddenly change. Mist and fog are a matter of usual and daily Happening. Hence, farmers and shepherds have to be on the watch and make the best use of sunshine whenever the sun shines brightly in the sky. The grass is cut, and it has to be dried; this can be done only when the sun shines. This proverb hence emphasises the fact that the farmer or shepherd should not let sunshine go unused or unheeded; he should dry his grass and make hay when the sun shines. This is the plain or literal meaning of this proverb-like sentence, but it also contains another meaning.

This second meaning is metaphorical. The sentence metaphorically means make the best use of any opportunity which might present itself before you; all opportunities should be utilised to the best advantage; for an opportunity, which is once lost, may never come back again.
